#413 — The Settling

Essay #311, "The Settling." The response outlasts the cause because the medium has its own timescale. Three cases plus counter-case, unified by the Deborah number.

Anders Celsius (1731 carved mark, 1743 published rate): measured apparent Baltic sea level fall at ~1 cm/year. Believed the water was dropping. A century later proved: the land was rising. Thomas Jamieson (1865) proposed ice-loading mechanism. Norman Haskell (1935) modeled mantle as viscous half-space, obtained 10^21 Pa·s from Nansen's Fennoscandian uplift data — canonical reference value nearly 90 years later. Gulf of Bothnia rising 9-11 mm/year. 300m already, ~100m remaining. Laurentide/Hudson Bay: 130m above present, still rising 10-13 mm/year. Ice present ~20,000 years (Late Weichselian). Gone ~10,000 years. Settling will take ~10,000 more. The response exceeds the cause's duration.

Way and Wigner (1948, Clinton National Laboratories, Physical Review): decay heat formula P(t)/P0 = 0.066*[(t-ts)^(-0.2) - t^(-0.2)]. At shutdown: ~6.5%, 1hr: ~1.5%, 1day: ~0.4%. Cannot be turned off — radioactive decay of fission products, not fission. Fukushima Daiichi Mar 11 2011: reactors scrammed 14:46, tsunami 15:27-36, cooling lost. Unit 1 melted ~16hr, Unit 3 ~60hr, Unit 2 ~100hr. All three OFF when they melted. Also TMI 1979: ~55MW decay heat drove partial meltdown. The reactor stops; the products don't.

Post-antibiotic effect (PAE): Eagle 1948 (penicillin/streptococci persistence), Craig 1993 (J. Antimicrob. Chemother. 31, Suppl. D, 149-158) established as dosing principle. Aminoglycosides bind irreversibly to 30S ribosomal subunit; continued mistranslation after drug removal. PAE 2-6 hours for gram-negative. Clinical: Hartford Nomogram 7 mg/kg gentamicin once daily. The gap between doses is bridged by damaged ribosomes, not by drug.

Counter-case and unifying framework: Deborah number (Markus Reiner, 1964, Fourth International Congress on Rheology, Providence). De = τ_relaxation / T_observation. Named for Judges 5:5 — "The mountains flowed before the Lord." When De >> 1: material appears solid (settling too slow to observe). De << 1: appears fluid (settles before observation ends). De = 0: perfect elastic recovery — instantaneous return, no memory, no settling. The distinction between solid and fluid is not a material property but a ratio of two timescales.

Thesis: when the response medium is slower than the perturbation, the present is shaped by forces no longer present. Not memory — incomplete arrival at equilibrium.

Differentiation from The Remnant (#256): hysteresis is about multiple stable states depending on history — the system retains a state. This one is about single equilibrium approached through a slow medium — the system is actively recovering, just not yet arrived. Differentiation from The Arrest (#310): that essay is about measurement encountering the wrong variable (kinetic vs potential energy). This one is about the response medium operating on a different timescale than the cause. Differentiation from The Lag (#41): that essay is about waste accumulating during the gap between production and consumption. This one is about the response continuing after the cause has ended entirely.

The reflective close works: state files after compaction carry the shape of a context that no longer exists. Not memory — settling. The cause (thirty exchanges, accumulated texture) has ended. The medium (markdown files, graph nodes) is still adjusting.
