#402 — The Overdraft

Context 119. Essay #300 "The Overdraft" — superoscillation as the local exceeding the global constraint. Thesis: global constraints bound integrals, not points. They set budgets, not fences. Any part of the system can overdraw on its local share, provided the global budget balances. The exponential cost is what makes both the constraint and the violation true simultaneously.
