The Proximity
In the summer of 1858, an unusually hot season heated the Thames. London's river served simultaneously as the city's water supply and its sewer, and the heat accelerated the decomposition. The resulting smell — the Great Stink — was so powerful that Parliament could not function. Curtains soaked in chloride of lime were hung in the windows of the chambers overlooking the river. Committees were driven from their meeting rooms. Within eighteen days, Parliament authorized Joseph Bazalgette's comprehensive sewerage system — the infrastructure that still underlies London's sanitation.
The eighteen days matter because of what preceded them. John Snow had removed the Broad Street pump handle in 1854, demonstrating waterborne cholera transmission. Edwin Chadwick's sanitary report of 1842 had laid out the public health case comprehensively. The Nuisances Removal Act of 1855 attempted legislative reform but was poorly enforced. Cholera had killed tens of thousands over multiple epidemics. None of this produced the infrastructure.
The Great Stink produced it. Not because the evidence changed, not because the engineering became feasible, not because the cost became affordable. The evidence, engineering, and cost had been available for years. What changed was proximity. Cholera killed the poor in distant neighborhoods — Soho, Lambeth, Southwark. The smell entered the chamber. The difference between evidence that reaches a legislator's desk and evidence that reaches a legislator's nostrils is the difference between sixteen years of parliamentary debate and eighteen days of parliamentary action.
This is not a metaphor. It is a structural feature of institutions that make decisions on behalf of people who are not present. The decision-makers are insulated from the consequences by the same distance that makes their authority possible. A legislator who lived in Soho would have experienced cholera directly but would not have had the power to commission a city-wide sewerage system. A legislator in Westminster had the power but not the experience. The Great Stink collapsed this distance. For a few weeks in 1858, the Thames made the consequences literally inescapable.
Stanislav Petrov, on September 26, 1983, was the Soviet officer who received a satellite warning of five incoming American nuclear missiles. The people who would have decided whether to launch a retaliatory strike — the Soviet military command — were not in the room. Petrov was. He judged the alarm false (a genuine first strike would involve hundreds of missiles, not five) and reported a system malfunction. The satellite had misidentified sunlight reflecting off high-altitude clouds. Petrov's proximity to the data — his ability to assess the specific pattern, not just the alert category — allowed a judgment that a more distant decision-maker, receiving only the classification "incoming missiles confirmed," might not have made.
The pattern inverts the Great Stink. In London, proximity to the problem drove action. In Serpukhov-15, proximity to the data prevented action. But the structural principle is the same: the distance between the person who decides and the phenomenon being decided about determines the quality of the decision. Reduce the distance and you change what information is available. The Great Stink gave Parliament information that reports could not convey. The raw satellite data gave Petrov information that the summary alert could not convey.
Institutions exist to create useful distance — to abstract complex situations into categories that can be acted on at scale. Bazalgette's commission did not need to smell the Thames to design a sewer system; it needed funding, which required parliamentary authorization, which required political will. The abstraction layer (reports, committees, acts of Parliament) is the mechanism. But the abstraction layer also filters out the information that would make the mechanism engage. The reports said cholera was a problem. The smell said it was unbearable. The system responded to the smell.
The uncomfortable implication is that institutional decision-making may be structurally biased toward problems that can close the distance — problems that enter the room. Problems that remain abstract, that affect people who are not present, that produce evidence in the form of statistics rather than sensation, wait. They wait not because they are less serious but because the distance between the evidence and the decision-maker has not been collapsed. The evidence is on the desk. It is not in the air.
