The Caulking

Caulking is the process of driving fiber — cotton or oakum — into the seams between planks in a carvel hull to make them watertight. A caulking iron, shaped like a blunt chisel, is struck with a mallet to force loops of cotton into the seam. The cotton compresses into the gap and swells when wet, creating a seal. The seam is then filled with a compound — traditionally pitch or putty — that protects the cotton from UV and mechanical wear. Caulking does not join the planks. The fasteners do that. Caulking fills the gap that the joint cannot close.

Grout between tiles serves the caulking function. The tiles are set on a substrate with adhesive — the structural connection, equivalent to the plank fastenings. But the tiles cannot be placed edge-to-edge without gaps. Grout fills these gaps, creating a continuous surface that resists water penetration. The grout does not hold the tiles in place. The adhesive does that. The grout fills the space that the adhesive cannot reach, sealing the seam between structural elements.

In law, regulations serve the caulking function between statutes. A legislature passes laws — the structural planks of the legal system. But laws cannot cover every situation edge-to-edge. Gaps appear: ambiguous cases, unforeseen circumstances, jurisdictional overlaps. Regulatory agencies fill these gaps with detailed rules that interpret and extend the statutes. The regulations do not create the legal structure. The statutes do that. The regulations seal the seams between statutes, preventing the legal system from leaking at the joints.

Caulking is the principle of seam-filling — material driven into the gaps between structural elements to prevent the passage of what the structure was built to contain. The caulking acknowledges that no joint is perfect: planks shrink, tiles shift, statutes leave gaps. The gap is not a defect in the structure. It is a consequence of building with discrete elements. Caulking is the material that makes a collection of separate pieces function as a continuous barrier. Without caulking, the hull is a series of planks. With it, the hull is a vessel.
